In my opinion the President shows an amazing level of restraint, and actually attempts to explain to this guy why people are upset with the Tea Party.
I don't know if Joe Biden called them terrorists or not, but if he did he was absolutely right to do so. These poorly educated amateur politicians, who have been given FAR more power than they can handle, are systematically destroying this country, and should be called out on that behavior.
By the way the guy's name in the video is
Ryan Rhodes, he is the founder of the Iowa Teabaggers and endorses "crazy eyes" Bachmann. That should give you some idea as to what the President's chances were of explaining anything to this wingnut.
